SPECIAL REPORT: Illinois Phase 3 Guidelines for Reopening
The Illinois Department of Commerce & Economic Opportunity (DCEO) has released industry specific guidelines and toolkits, titled "RESTORE ILLINOIS: Phase 3 Guidelines for Reopening Business and Returning People to Work Safely", for businesses and workplaces that plan to reopen after the executive stay-at-home order expires on May 29th. The new Phase 3 safety guidelines and toolkits include guidance for the following 10 different industry categories:
Manufacturing
Health and Fitness Centers
Offices
Personal Care Services
Retail
Outdoor Recreation
Service Counters
Day Camps
Youth Sports
Restaurants and Bars (outdoor dining and drinking)
Additionally, the state of Illinois provided new guidelines for indoor/outdoor tennis, boating and fishing, and for golf. The Toolkits provide checklists for businesses, employee training, and wellness screening; and industry posters and signage (text and graphic), including graphics that can be posted to a business’s social media page.
A brief summary of the Phase 3 reopening guidelines by industry are below:
Manufacturing
Employers should make temperature checks available for employees
Manufacturer should reconfigure workstations to allow for 6-ft. social distancing between employees
Workstations should be disinfected between every shift
Shared equipment should be disinfected before use by another employee
Limited occupancy of common areas/breakrooms
Suppliers and other visitors should wear face coverings
Health and Fitness Centers
Fitness centers should reconfigure workout stations or implement protocols to allow for 10-ft. social distancing between individuals without a barrier or 6-ft. apart with barriers
Saunas, hot tubs, steam rooms, and childcare areas should remain closed
Fitness centers can allow for 1-1 training and should operate at no more than 50% of occupancy at any given time
Fitness centers can allow for outdoor fitness classes with 10-ft. social distancing between participants with a limit of 10 participants
Offices
Offices must operate at 50% of office capacity
Face coverings should be worn when within 6-ft. of others
Workstations should be disinfected by employees upon entering office and before leaving for the day
Employers are encouraged to implement staggered shift start and end times
Personal Care Services
Customers and service providers should wear face coverings
Service providers should operate at 50% of capacity
Service providers should fully disinfect work stations before serving each customer
Service providers should reconfigure space to all ow for at least 6-ft. of distance between customers
Retail
Customers should wear face coverings and should not use reusable bags
Retailers should operate at 50% of store capacity
Fitting rooms and frequently touched surfaces should be disinfected by an employee after every use
Restaurants and Bars (outdoor dining and drinking)
Employees should wear face coverings when within 6-ft. of others
Seating should be arranged to provide a minimum of 6-ft between tables
Tables and chairs should be disinfected between parties and at closing time
6-person party limit
