SPECIAL REPORT: Chicago’s Phase 3 Guidelines for Reopening
On Wednesday, June 3, Chicago will begin a partial reopening of many businesses, including offices, restaurants (outdoor dining), hair and nail salons, hotels, and non-lakefront golf courses. Then, on June 8, libraries will reopen, along with Park District facilities west of Lake Shore Drive.
In order to safely effectuate the re-opening, the City of Chicago and Mayor Lori E. Lightfoot have released industry specific guidelines, titled "Phase III Cautiously Reopen: Industry Guidelines for Reopening", for businesses planning to reopen during Phase III. These guidelines are part of the city’s Be Safe Chicago framework that will be used to reopen Chicago. The guidelines are aligned with the State of Illinois guidelines, but are tailored to Chicago’s employers and residents. The following industries are included under Chicago’s Phase III reopening plan:
Childcare centers and family childcare
Non-lakefront parks (no contact sports)
Libraries and other city services
Office-based jobs, professional services, and real estate services
Hotels / lodging
Outdoor attractions (e.g., boating – not including the Playpen, non-Lakefront golf courses)
Non-essential retail
Personal services (e.g., hair/nail salons, barbershops, tattoo parlors)
Restaurants and coffee shops (outdoor dining only)
Manufacturing, construction, and warehousing
Hospitals, dentists, community mental health centers, and Federally Qualified Health Centers
Public transit, regional transit, taxis and rideshare
Gyms (outdoor and 1:1 personal training only)
A brief summary of the Phase III reopening guidelines by industry are below:
Education and Childcare
Visual signage posted throughout facilities regarding hygiene, social distancing, proper PPE and more
Health screenings required for children before classroom entry
Parents and employees must wear facial coverings at all times; children required to wear facial coverings when outside the classroom
Staff frequently disinfect facilities, including toys and other objects
Group children into stable cohorts with assigned teachers
Doors and windows remain open to increase ventilation, where appropriate
Office and Real Estate (including Commercial and Residential Buildings)
Workspaces separated by impermeable barriers to enhance safety, where possible
Individuals required to wear a face covering at all times in common areas, or where 6 ft distancing is not possible
Workspaces reconfigured to maintain appropriate distancing
Visual signage posted throughout facilities regarding hygiene, social distancing, and more
Small, high-traffic common areas are closed to avoid large gatherings
Sanitation stations readily available for employee and customer use
Accommodation and Tourism (Hotel & Accommodations and Parks & Outdoor Attractions)
6 ft indicators placed throughout common areas to promote physical distancing; face coverings required in all common areas
Daily housekeeping during stay upon request only to limit staff time in guest rooms
Restaurants closed for in-house dining – pick up and room service only, per current state regulations
Visual signage visible throughout facilities regarding hygiene, social distancing, proper PPE and more
Guests encouraged to leverage mobile check-ins/outs and keys
High touch areas such as elevators are frequently cleaned by employees
Limited gatherings in common areas such as lobbies
Food Service
Contactless pickup available and contactless payment encouraged
Outdoor dining permitted following standard social distancing requirements
Visual signage posted throughout facilities regarding hygiene, social distancing, proper PPE and more
Employees required to wear face coverings at all times, face coverings for guests required when not seated
Employees and diners encouraged to maintain 6ft physical distancing
Employees frequently disinfect facilities
Application process pending; dining areas considered outdoors include rooftops, rooms with retractable roofs and indoor spaces where 50% or more of a wall can be removed via the opening of windows, doors, or panels provided that dining tables are within 8-ft form such openings
Retail (including Personal Services and Health & Fitness Clubs)
Customers encouraged to maintain physical distancing while in store
Impermeable barriers may be used to maintain separation between employees and shoppers
Employees disinfect stores frequently
Sanitizing products are readily available for use
Customers encouraged to us contactless payment
Customers and employees required to wear facial coverings at all times
6ft indicators placed throughout stores to ensure customers maintain physical distancing
B2B (Manufacturing, Construction, Transportation & Warehousing)
Employees complete health screening before entering
Sanitation and handwashing stations readily available for employee use
Work stations separated by 6 ft distancing and impermeable barriers where possible
6 ft indicators placed throughout manufacturing floor, where possible
All employees wear appropriate PPE (i.e., gloves, face masks, eyewear, etc.,) where possible
Visual signage posted throughout facilities regarding hygiene, social distancing, proper PPE and more
Healthcare
6 ft indicators placed throughout facilities to ensure patients maintain physical distancing
Employers encouraged to provide sanitizing supplies throughout facilities
Patients and staff required to wear facial coverings at all times
Visual signage posted throughout facilities regarding hygiene, social distancing, proper PPE and more
Parks and Outdoor Attractions
Runners, joggers, bikers and walkers to maintain >6 ft distancing while exercising
Outdoor activities limited to non-contact sports in small groups only
Playgrounds are temporarily closed
Social groups maintain physical distancing in open spaces
Participants / attendees of parks & outdoor attractions required to wear facial coverings at all times
Visual signage posted throughout park regarding social distancing, proper PPE, and more
